Job Purpose

Responsible for coordinating with the Railroads, Canal, OGS, NYS DOT, and the Thruway to acquire new occupancy permits to meet the goals of the company’s core business capital investment plan.  The scope of this role also includes portfolio optimization, maintenance, and renewal of 800+ permits and their respective $1.6 mil rent obligations for all regions (East, Central, West and DNY).

Key Accountabilities

 

  • Supporting and meeting the expectations set forth by the Project Management Playbook and/or other similar procedures to deliver on the acquisition of all permits to meet the project deliverables.
  • Engage with the gas and electric lines of business to develop templates and standards for the submittal of permit application and drawings to mitigate delays by the reviewing agency.
  • Work with permittee to evaluate and prepare estimates for project related permit acquisition fees.
  • Developing relationships and maintaining effective communication channels with the permit agencies throughout the process and communicating comments and or issues to internal stakeholders.    
  • Maintain a central SharePoint portal to manage the status for all permit request to ensure timely delivery.
  • Develop and maintain a BI dashboard to optimize portfolio management for ROW permitting by delivering real-time updates and baselining the permit cycle time.
  • Develop and communicate Standard Operating Procedures associated to the permit acquisition process.
  • Monitor and document permitting policy changes and escalate fee increases,
  • Maintain the portfolio of 800+ permits and the company’s $1.2 million rent obligation to circumvent arrears and forecast anticipated increases.
  • Maintain the controls to establish financial disciplines, consistency of accounting and alignment with the yearly rent budgets.
  • Renewal of existing occupancy agreements and annual road maintenance permits.
  • Work with Plant Accounting to create land work orders required to unitize Real Estate assets.
  • Prepare and generate various reports associated with permit activity and project status.
  • Maintain and update Real Property records and GIS systems.

 

Supervisory/Interpersonal- Experience Required

  • Able to provide guidance, direction and expertise to customers and stakeholders.

Qualifications

 

  • Four (4) year Degree from accredited college preferably in Business/Real Estate/Paralegal Studies/Economics/Civil Engineering/Surveying, or an equivalent combination of education and experience.
  • Two (2) to Four(4) years Utility Property & Property Rights experience.
  • Completion of professional level courses in Real Estate Practice, Real Estate Law, Contracts, Title Examination, Negotiation, Appraisal, Environmental or related educational concentrations, preferred but not required.
  • Understanding of engineering and survey plans, maps, and related design drawings, deeds, and appraisal reports.
  • Knowledge of permitting and licensing requirements.
  • Computer experience including Microsoft Office and project management software.
  • Understanding the use of GIS systems.
  • Ability to research and interpret land and conveyance records.
  • Understanding of accounting, finance, marketing, and property law.
  • Capacity to interact effectively with internal and external parties on property transactions.
  • Must possess desire to provide excellent service to clients.
  • Negotiation and conflict resolution proficiency.
  • Strong verbal and written communication skills.
  • Strong organizational skills including the ability to manage and coordinate multiple projects and other assignments at the same time.
  • Travel within National Grid USA service territory.

Salary: $114,000 - $134,000
