Job Purpose
Perform quality assurance and pipeline safety management field assessments of company and contractor personnel to ensure construction and maintenance activities are performed in accordance with all applicable Federal and State code requirements, work methods, policies, and, procedures. Ensure field personnel are operator qualified (OQ), as well as can demonstrate job knowledge and competencies of the work task being performed (including identification of Abnormal Operating Conditions).
Key Accountabilities
- Through field observations, compliance assessments, and quality assessments, collect, sort, and examine data in order to support the safe and reliable delivery of gas service to customers.
- Identify deficiencies and overall pipeline safety performance trends or patterns which may adversely impact the quality and safety operations.
- Provide recommendations and assist in implementation of corrective actions in order to improve the quality and safety of gas operations performance.
- Provide “on-the-job-training” and mentoring of crew personnel as needed to maintain compliance obligations and/or meet quality standards for work being performed.
- Participate on Incident Analysis teams (IA’s) to determine root cause and identify sustainable corrective actions.
- Provide routine performance updates at Safety Briefs to help field operations personnel increase focus on areas of pipeline safety management.
- Research and review gas procedures and regulatory requirements to determine scenarios that might impact the company.
- Review historical records and metrics so as to identify risk or trends of non-compliance.
- Perform quality field assessments and compliance / records reviews of the company’s mandated programs to ensure pipeline safety regulatory requirements are met.
Qualifications
- Bachelor's degree, preferably in an engineering discipline (or a related technical discipline) is desired or 2 + years of related work experience.
- Basic knowledge of work and safety rules, work methods, standard operating procedures and regulations is required.
- Excellent oral and written communication skills are a must, as are excellent observation and documentation abilities and a high degree of personal integrity.
- Self-motivated, confident, efficient, decisive and committed to a strong and consistent quality assurance program.
- Working knowledge of personal computer applications (Word, Excel, Access, and PowerPoint) is desired.
- Proficient in Company data information systems (CRIS, MAXIMO, STORMS, MWORK, and GIS) is desired.
- Cross-regional travel for the performance of departmental duties is required and will encompass a minimum of 25% of the Specialist’s annual duties.
- Basic Knowledge of relevant Industry practice and regulations.
- Basic Knowledge of developments in regulation.
- Specialized quality-related certification in Tap Root methodologies for project analysis and incident investigation analysis is recognized.
- Demonstrated ability to meet time date driven mandates
- Familiar with Company Operator Qualification program
- Strong interpersonal skills and have the ability to develop, maintain and manage relationships at all levels within the Company.

Salary: $65,000 - $77,000
