Job Purpose

To manage the Emergency Planning- New England Gas organization.  This is a leadership position that will lead several Emergency Planning direct reports.  Primary responsibility includes leading and working across all areas of the business to develop and implement planning and response procedures for, and in response to, operational disruptions within the framework of company policy, national, and regional regulations & protocols that impact National Grid Gas customers in Massachusetts.

This role will be directly involved in the preparation, response, and regulatory compliance duties associated with National Grid’s MA Gas Emergency Response Plan and Planning activities.  The position will require routine collaboration with the other organizations that make up the Emergency Planning teams in New England, numerous stakeholders across the Gas and other business units, and the Gas Emergency Planning team in New York.  Additionally, the successful candidate will be involved in any associated regulatory reporting and other compliance, risk, and assurance requirements needing input from the Gas Emergency Planning function. 

This role will ensure the Gas Emergency Planning team works with teams of business users in the implementation of established Emergency Planning processes to improve response and management of emergency and storm events across the gas business in a consistent manner.

Key Accountabilities

  • Manage Gas Emergency Planning Organization within current processes and procedures that drive greater quality and performance for National Grid and our customers
  • Drive a culture that prepares for gas emergency events and leads a team of Gas Emergency Planning professionals in accomplishing goals and objectives
  • Lead, complete and fully implement annual review process of gas emergency response plan(s) and ensure distribution and familiarity to stakeholders
  • Translate New England Emergency Planning policy into processes and procedures that drive greater quality and awareness for National Grid, while ensuring compliance with Federal and State regulations and internal standards
  • Provide support of large-scale, real-time National Grid emergency events in an Emergency Planning capacity that supports the Emergency Response Organization.
  • Work collaboratively in the development and facilitation of exercises and coordination of planning sessions that include Company personnel and Federal, State, County and/or Municipality agency emergency response organizations
  • Lead development of improved end-to-end processes, validating/testing, exercising and executing processes when needed to improve efficiency, effectiveness and compliance
  • Execute contingency plans and ensure ongoing program compliance within the Emergency Planning Gas organization
  • Support safe, effective, and coordinated National Grid mutual assistance response and service restoration for National Grid customers through collaborative interaction with NGA and AGA organizations that support member utilities
  • Support external agency requested collaborative meetings, exercises, program enhancements, and presentations pertaining to the National Grid Emergency Planning program
  • Manage the benchmarking and improvement of Gas Emergency Response Plans, Mutual Assistance Policy, Extreme Weather Plan, and other supporting program documents to maintain the local emergency planning capability and enhance safety, compliance, and operability
  • Actively lead incorporation of the Incident Command System for emergency response purposes throughout the gas organization and support organizations to build upon current knowledge and established programs

 

Supervisory/Interpersonal- Experience Required

  • Ability to network internally and externally to develop successful, long-lasting, supportive relationships/partnerships with others and seek understanding and challenge business scenarios to the benefit of all parties
  • Build external relationships within the resilience community to ensure current best practice, learn from incidents, and foster continuous improvement
  • Coordinate with various departments to ensure that business units have adequate emergency preparedness training and exercises
  • Liaise across the business to ensure that the strategic response and safety management is embedded within routine business activities, ensuring a clear escalation of issues, when necessary
  • Lead, develop and mentor team of Gas Emergency Planning professionals

Qualifications

  • Bachelor’s degree and at least 3-5 years of emergency planning/management and/or gas utility experience
  • Experience with managing significant projects with impact, and scope similar to what would be implemented by a project team. Perform and lead specific actions with measurable KPIs that enable a team of individuals to function efficiently and effectively.
  • Understand emergency management policies and processes and demonstrate the ability to challenge existing processes and ways of working (e.g., taking action to avoid future crisis or create opportunities to improve existing practices)
  • Knowledge of Incident Command System (ICS)
  • Previous experience leading teams preferred
  • Ability to work outside of normal business hours as needed, and in response to emergencies
  • Travel throughout Massachusetts and occasional travel outside of Massachusetts (mainly to New York) will be required
  • A valid driver’s license with a safe driving history that meets National Grid’s Safe Driver policy is required

Salary: $136,000 - $160,000
