As the Senior Manager – Regulatory Frameworks, you will be taking up a strategic role which is part of the leadership team of our Regulation function in ET, with overall responsibility for leading our work on the evolution of the regulatory framework as it affects the electricity transmission sector. This includes both the RIIO framework and the wider regulatory framework such as the move to strategic planning following the creation of the National Energy System Operator.
The location of the role is flexible, It can be based in central London or Warwick, with the option to work from home for part of the week. Travel between the London and Warwick offices will be required. This role reports to the Director of Regulation, Electricity Transmission.
Key Accountabilities
Your primary responsibility will be to take ownership for NGET’s position on the regulatory framework for electricity transmission. In practice, you will be running a portfolio of regulatory projects working in partnership with the rest of the NGET business. These projects could be in specific areas where Ofgem / Government are seeking to change the existing regulatory framework to support the delivery of net zero and the Government’s other energy policy objectives; or projects we have decided to initiate to influence the debate.
Some of the priority projects you would be responsible for leading:
• Finalising the RIIO-T3 regulatory framework and implementing the final settlement into licence conditions
• Developing the in-period price control framework and the detailed arrangements as part of the RIIO-3 arrangements
• Implementation of the Clean Power 2030 initiative into the regulatory framework, including the implications for RIIO-T3
• Future price control arrangements beyond RIIO-3, working as part of a broader initiative across the National Grid group
You will also be responsible for providing the regulation expertise into a number of core projects which are transforming how the energy sector is structured and managed. This includes:
• Reform to the connections arrangements for electricity transmission and its implementation;
• Creation of the National Energy System Operator and impact on the regulatory framework;
• Strategic network planning, including new frameworks for through the Centralised Strategic Network Plan and Strategic Spatial Energy Plan (SSEP).
You will also help develop and execute the overall National Grid regulatory strategy and get involved in the broader work of the team, such as horizon scanning for future regulatory issues and helping to build and maintain an influential voice for National Grid on energy policy, markets and regulation.
As part of developing regulatory proposals and influencing internal and external decision makers you can expect to:
• Be responsible for developing recommendations for National Grid’s positions on regulatory reform proposals and working with the senior leadership to agree the position;
• Build effective working relationships with internal stakeholders and with Ofgem and other external stakeholders;
• General policy and regulatory options and develop structured decision-making frameworks which you will use to undertake objective and structured assessment of the advantages and disadvantages;
• Work with legal advisors on the drafting of licence conditions to implement regulatory decisions and critically review and comment on Ofgem proposals;
• Develop structured and insightful advice to the NGET President and Executive Team and key Group stakeholders, such as the CEO and CFO;
This role has multiple stakeholders, and success will require experienced facilitation and coordination skills as well as the ability to challenge established thinking and lead discussions where necessary. Your voice will be an important one in these debates and your ability to influence and take senior stakeholders with you will be crucial to your success.
About You
• Understanding of the energy sector and regulatory issues affecting the industry, including long term internal and external influences
• Experience of working in, and influencing, the regulated environment within energy and / or other sectors such as Telecoms, Water etc .
• Experience of designing and implementing new regulatory frameworks or Government policies. Problem solving and strong analytical skills are needed, including an ability to consider qualitative and quantitative factors when making recommendations
• Experience in working with regulatory finance components and understanding their interactions with broader corporate finance priorities would be beneficial
• A strong strategic thinker, with the ability to see the big picture, but also address shorter term more tactical issues. Strategic ability should be balanced by a strong understanding of the operational and commercial challenges faced by a business
• Experience in initiating and successfully executing public policy and/or regulatory projects
• Relationship building skills and an ability to work with and influence board, executive level and senior leaders within an organisation, and engage effectively at multiple levels across an organisation
• Excellent communication skills, with an ability to convey complex strategic ideas and proposals to a wide range of audiences in a structured and logical way, through both written and verbal forms
• Ability to challenge entrenched thinking in a constructive manner; a willingness and openness to receiving similar challenge
What You'll Get
A competitive salary between £ 80,000– £104,000 – dependent on capability
