We have an exciting opportunity for an Independent CUSC and Grid Code Chair to join us at NESO. 

 

The role of the Panels is to oversee the process, by which modifications are processed and then submitted to Ofgem for determination.  Priorities for the Chair are to understand the nature of the modifications currently being processed, to steer each of the Panels through the modifications process, to introduce an appropriate level of discipline and formality, and to ensure constructive and impartial dialogue and debate between all Panel members.  


This role is home-based, but some travel to attend meetings and industry events in Warwick, Wokingham, London or Glasgow will be required. Applicants must be available all day on the last Thursday and Friday of each month.

 

The role is subject to the approval of the Authority and that the term will be subject to the timelines within Energy Code Reform.

•    Exhibits qualities of objectivity, impartiality and fairness.  It is essential that they should be and demonstrates independence from NESO or any other industry Parties.  Accordingly, they should not be currently working for NESO, Ofgem, or any other industry player.
•    Has strong chairing skills and experience, with a strong track record of chairing decision making committees and creating consensus through balanced discussion between multiple and diverse stakeholders is vital.
•    Has experience of working with - or in - the energy industry would be an advantage, but the ability to quickly “get to the nub of the issue”, without being clouded by preconceived ideas is more important.  
•    Has the ability to rapidly grasp complex commercial and/or technical subject matter and issues.
•    Has experience of working with - or in - a parallel regulated industry. 
•    Has strength of character and gravitas to provide exceptional leadership and discipline amongst Panel members.
•    Has a clear outlook, consistently sound judgement, and a proven track record of handling difficult issues with authority and confidence.
•    Is a fluent communicator.
•    Has stakeholder management and awareness of media interest.

About the National Energy System Operator (NESO)

 

In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.  

 

The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them. 

 

The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.

What you'll get

A competitive salary between £40000 – £60000 p.a.  (pro rata) – dependent on experience and capability.

Key Accountabilities

The Chair is responsible for leading the Panel. As such, they will play a pivotal role in creating the right conditions for overall Panel and individual effectiveness. Supported by the Code Administrator, they will be responsible for:
•    Developing sufficient knowledge and understanding of the CUSC and Grid Code provisions and processes to undertake the role of Panel Chair.
•    Chairing monthly and additional ad hoc meetings of the Panel.
•    Ensuring that all Panel members (including User nominees) act impartially at all times.
•    Encouraging active engagement by all Panel members.
•    Ensuring that Panel meeting minutes are accurate and that they are signed off at subsequent Panel meetings.
•    Monitoring performance of the Code Administrator against its Key Performance Indicators and the Code Administrators Code of Practice.
•    Monitoring performance of Panel Members with the governance requirements as set out in the CUSC and Grid Code.
•    Ad-hoc liaison with Ofgem and other Code Administrators.  As the Chair is independent of NESO Grid there is scope for them to be more proactive in terms of engaging with key stakeholders, such as Ofgem, the Department for Energy Security and Net Zero, the EU and other industry players.
