This role sits within the EMR Delivery Body (EMR DB), which administers the Capacity Market (CM) and Contracts for Difference (CfD) schemes.  There is currently a significant focus on both schemes from DESNZ, Ofgem, participants and wider stakeholders to assess their ongoing effectiveness and how they need to evolve in the changing energy market. 

 

As a member of an externally facing team, you will work closely with DESNZ and Ofgem on developing strategy, policy and Rules, including unblocking pain points for participants and shaping how the schemes work in the future.

 

You will be able to take ownership of complex policy issues,  building your expertise and providing this to policymakers, NESO colleagues and industry stakeholders.

 

This role is based from our Warwick office, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

About the National Energy System Operator (NESO)

 

In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.  

 

The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.

 

The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.

 

Key Accountabilities

 

  • Develop and maintain an overall understanding of the policy, rules and regulations relating to the CM and CfD, and expertise in specific areas.
  • Provide expert advice to EMR DB and NESO colleagues to promote clear and consistent understanding and application of the policy and rules and operation of the schemes.
  • Build relationships with DESNZ, Ofgem, participants and wider stakeholders and work collaboratively to identify and resolve issues with the operation of the schemes to ensure they continue to achieve policy intent.
  • Contribute to preparation of consultation responses, including assessing their impact on the EMR DB and providing clear explanation and evidence for the team’s position on various policies.
  • Work with the delivery teams to identity improvements to CM and CfD policy, rules and regulations, improving the experience for participants and ensuring ongoing value for money for end consumers.
  • Represent EMR DB at external working groups, meetings and events.

  • Previous experience in a regulatory, policy or codes role.
  • Good communication skills, both written and verbal, and can confidently build networks and engage with internal and external parties
  • Ability to work independently to balance multiple activities, including prioritising own workload to manage uncertainty
  • Analytical and problem-solving skills, able to quickly gasp new policy or operational issues and identify solutions.

 

What you'll get

 

A competitive salary between £52,000 - £56,000pa – dependent on experience and capability.

 

As well as your base salary, you will receive a bonus based on company performance, 26 days annual leave as standard and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
