The Flexibility and Electricity Market development team lead the strategic development of NESO ancillary services markets, enabling the competition, co-ordination and coherent design of electricity markets needed for a clean power system, and ultimately, Net Zero. We develop market solutions that ensure operability, drive competition and lead to the creation of inclusive NESO ancillary services, whilst influencing and advising policy makers to ensure coherent, holistic market arrangements and enablers.
The System services market development team will be accountable for leading the development of market strategies that ensure we take our requirements for voltage, stability and thermal constraints and define the best ways to meet these requirements through working with internal and external stakeholders, to ensure system security whilst delivering value for end consumers.
This role can be based from Wokingham or Warwick, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

About the National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.
The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.
Key Accountabilities
- Play an integral part in the Flexibility and Electricity Market Development leadership team as the department establishes its position as a high performing and customer focused team leading the strategic change needed to deliver net zero. This will include but not be limited to: setting direction and high work quality standards, developing our people to enable them to achieve their full potential, encouraging healthy challenge and debate, collaborating with other managers to ensure delivery plans are in place and resource appropriately allocated.
- Ensure the creation and revision of procurement strategies out to 2030 for voltage, stability and thermal constraints
- Engage with a variety of stakeholders and collaborate with industry experts and innovators to design the roadmaps to achieve these strategies
- Deliver innovative and radical market design in a co-creative way with industry and adopting the NESO’s market design principles of achieving efficient investment, efficient dispatch and value for consumers. A live example of such a market redesign is our Constraints Collaboration Project.
- Ensure effective communication to industry regarding NESO’s plans, including industry webinars and the development of content related to voltage, stability and thermal constraints for publication of NESO’s annual Electricity Markets Roadmap
About you

- Passionate about decarbonising the power system and generating value for consumers
- Proven leadership and influencing skills, not just in leading high-performing and motivated teams, but in working effectively across your peer group and senior management, gaining buy in to priorities and driving delivery through others. You should have a passion for people development.
- Experience in coaching team members and developing others
- Experience of building relationships with a wide range of stakeholders and in balancing the needs of competing stakeholders to get to the best overall outcome
- Excellent communication skills, including articulation of complex insights in a compelling and credible way that is appropriate for the audience.
- Proven ability to think strategically and anticipate business needs
- Knowledge of GB Electricity Market and understanding of ancillary services procured by NESO, as well as the system needs driving the requirements for those services
What you'll get
A competitive salary between £70,000 - £80,000pa – dependent on experience and capability.
As well as your base salary, you will receive a bonus of up to 15% of your salary for stretch performance, 28 days annual leave as standard, and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
