As Gas Markets Strategy Manager, you will lead a team responsible for shaping and delivering NESO’s coordinated approach to gas market strategy. This includes developing a forward-looking plan for the evolution of gas market arrangements and leading engagement with stakeholders across the gas industry.
You will ensure that gas market strategy is integrated with electricity market development and that developments in this area take a whole system approach to energy system planning and operation. You will work closely as a trusted partner with Ofgem and DESNZ
This role can be based from Wokingham or Warwick, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

About the National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.
The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.
Key Accountabilities
- Lead the development and maintenance of a future plan for gas market arrangements, setting out NESO’s view of how these arrangements should evolve to support a secure, operable, and decarbonised energy system.
- Ensure the plan is informed by robust analysis, system needs, and stakeholder input, and is updated on a regular cycle as outlined in our licence conditions.
- Translate strategic direction into a coordinated programme of work, including market design, policy development, and code change proposals.
- Establish and lead a structured engagement process with relevant gas market participants, including network operators, shippers and suppliers.
- Chair regular forums and working groups to gather input, test ideas, and build consensus on market evolution.
- Ensure transparency and accountability in how stakeholder views are considered and reflected in NESO’s strategy.
- Work closely with electricity market strategy teams to ensure alignment and coherence across gas and electricity market arrangements.
- Contribute to the development of NESO’s Whole Energy Market Strategy, ensuring gas market reforms support wider system objectives including flexibility, resilience, and decarbonisation.
- Identify and address cross-vector dependencies, including hydrogen, CCUS, and system operability.
- Lead and develop a multidisciplinary team with expertise in gas markets, policy, commercial strategy, and stakeholder engagement.
- Foster a culture of openness, collaboration, and delivery excellence.
- Oversee planning, resourcing, and reporting to ensure timely and high-quality delivery of strategic initiatives.
About you

- Strong understanding of gas market arrangements, including commercial frameworks, regulatory context, and system operation.
- Experience in developing market strategy or policy in a regulated or system operator environment.
- Proven ability to lead teams and manage conflicting stakeholder views.
- Excellent communication and influencing skills, with the ability to translate technical insights into strategic direction.
- Familiarity with electricity markets and whole system planning principles.
- Experience delivering against regulatory obligations or licence requirements.
- Knowledge of NESO’s statutory duties and the strategic context of the Future Energy Scenarios (FES), REMA, and Whole Energy Market Strategy.
- Understanding of data governance and the use of market insights to inform policy and design.
What you'll get
A competitive salary between £70,000 - £75,000pa – dependent on experience and capability.
As well as your base salary, you will receive a bonus of up to 15% of your salary for stretch performance, 28 days annual leave as standard, and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
