This role leads a high performing technical team, responsible for supporting frequency services used in real time through development of policy, modelling and processes. The role is part of the wider Market Requirements team, who have a critical role in managing operational risk through service design, operational policy and service procurement.
The FRM team develop and maintain complex models to drive insight and better understanding of frequency risks to power system operation. These are used to set requirements for day-to-day operations as well as supporting the design, implementation and performance monitoring of future frequency services. The Frequency Risk and Control Report and associated methodology is owned by the FRM team and associated industry, and academic engagement.
As part of our Markets directorate you will be delivering critical business activities to enable participation in real time markets to maintain security of supply and driving value for the end consumer. The Markets directorate works strategically to anticipate and influence future change. We develop new products, systems and industry codes to ensure NESO can operate the system securely, as we move into a decarbonised, decentralised energy system.
This role can be based from Wokingham or Warwick, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

About the National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.
The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.
Key Accountabilities
- Play an integral part in the Market Requirements leadership team as the department establishes its position as a flexible and customer focused team procuring balancing services in a rapidly changing market. This will include, but not be limited to: setting high work quality standards, developing our people to enable them to achieve their full potential, encouraging healthy challenge and debate, empowering our people to enable them to achieve
- Responsible for meeting NESO’s SQSS obligations for Frequency Risks and engagement with the wider industry
- Owner of the Frequency Risk and Control Report to determine overall service requirement and to implement Policy changes arising as a result.
- Ownership for the methodologies and models that determine the volumes required for frequency services, supporting clear and transparent communication of these to the market and working closely with System Operations to ensure that real time needs are understood and delivered.
- Ensure that operational risks are identified and mitigated through development of robust and compliant tools to enable system operation as well as reviewing frequency events on the system as and when they occur.
- Provide commercial and technical input into operational and strategic decision making for balancing the electricity power system.
- Develop a culture of continuous improvement, ensuring assurance is in place for team activities and developing team members in line with their development needs.
- Assure the development and design of frequency products to ensure National Control have appropriate frequency response and reserve solutions to manage the system.
- The team are also responsible for developing and maintaining complex user written applications critical to the management of frequency in real time, and play a key role in the post event review process of frequency events.

- Solid experience of leading a team of technical experts to deliver great performance and coaching team members through problem-solving.
- Strong record of communicating complex analysis and insight clearly to internal management and external stakeholders

- Ability to think strategically, anticipate business needs and influence widely to gain buy-in and traction for delivery across the organisation.
- Experience in implementing assurance frameworks, ensuring robust models and analysis is conducted to enable sound decision making
- Experience in power systems engineering and modelling system needs, preferably in frequency control
- Experience and knowledge of GB electricity market arrangements, the GB transmission system and the services required to keep the system secure
- Knowledge of mathematical modelling techniques and approaches, and identifying the key areas of focus
What you'll get
A competitive salary between £75,000 - £80,000pa – dependent on experience and capability.
As well as your base salary, you will receive a bonus of up to 15% of your salary for stretch performance, 28 days annual leave as standard, and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
